National Plan

National Maritime Safety Authority NMSA being a State’s Lead Agency has developed the National Marine Oil Spill Contingency Plan (NATPLAN) as part of our commitment to protecting its and our valuable coastal and marine resources from the threat of marine pollution incidents.

NATPLAN also reflects the essential steps necessary to initiate, conduct and terminate an emergency spill response on, or into the navigable waters of PNG, on the adjoining shorelines, the waters of the contiguous zone or into waters of the EEZ. It also brings together the combined efforts and resources by relevant national and Provincial departments, PNG Ports Corporation Ltd, Oil and Shipping industries, Exploration and Down stream Processing industries and semi government organizations to provide a level of preparedness to the threat posed to the marine environment by ship-sourced oil and chemical spills. The Plan prescribes procedures and provides information required to implement the Plan.

Development of the National Plan (NatPlan):

  • MARPOL 73/78 and its Annexes 1-5
  • Oil Pollution Preparedness & responses Cooperation (OPRC 90)
  • SPREP Convention & Protocol (concerning corporation in combating pollution emergency and the protection of National Resources and environment of the region (Pacific)
  • Inventory of Oil Spill Response Equipment (National Stockpile)
  • Identify and strengthen partnership with stakeholders.

Aims:

Outline national arrangements for responding to oil spills in the marine environment and protecting it from oil pollution or, where there is not possible to minimise its effects.

Vision:

A successful response to every maritime emergency incident or accident in PNG waters.

Scope:

  • Outlines combined stakeholder arrangements designed to allow a rapid and corporative response to marine oil spills occurring within the Nat Plan area.
  • Complement by other Government and Industry contingency Plan; ie National, Regional, Port and Facility level.

SAR/Emergency Response DepartmentSAR/Emergency Response Department

SAR/ER is one of the department under NMSA structure and is responsible for the coordination of SAR Operations and Oil Pollution Operations in the country.



Functions includes :

  • Control and management of National Plan.
  • Control and maintain inventory of oil pollution combat equipment (National Stockpile).
  • National Plan training, exercises & drill.

Tiered Response Concept and Area of Responsibility

  • Tier 1 - small Spill less than 10 tons.
  • Tier 2 - medium spill 10 – 1,000 tons.
  • Tier 3 - major spill in excess 1,000 tons
    • - Inside harbour limits – Oil industry terminals/Terminal operator.
    • - Elsewhere in Port limits – PNG Ports Corporation Ltd.
    • - Outside harbour limits:
      • - at offshore platforms/terminals – Terminal Operator.
      • - elsewhere outside harbour limits – NMSA.

National Marine Pollution Committee

National Marine Pollution Committee members consists of:

- National Fisheries Authority;
- National Disaster Centre;
- PNG Defence Force;
- Dept. of Petroleum & Energy;
- Royal PNG Constabulary (Police);

- PNG Civil Fire Service;
- Oil Industry – (Exploration, Refinery and Marketing Terminals);
- Coastal Shipowners Association.
Note: The NMPC is operating on ad-hoc basis since its formation etc.

National Marine Pollution Committee' Role

  • National Marine Spill Contingency Plan
    specifies the committees roles and
    responsibility as follows:
  • Develop, implement and maintain the Nat Plan.
  • Oversee response operations to marine spills & monitor performance and effectiveness.
  • Review local/facility contingency plans for consistency with National Plan arrangements;
  • Oversee national training and exercises;
  • Provide advice to government on general marine pollution issues & contribute to development of policy, legislation & other initiatives relating to prevention & response to marine pollution; and
  • Make available those facilities or resources for response situation, consistence with agencies authority and capability.

Pollution Reports & Communication

Surveillance and Spill Detection initial detection of marine spill is not something that can be planned for.

- Detection of Spill, notifications and alert of Authority;
- Evaluation, Situation Analysis & Plan Activation;
- Response and Containment of spill;
- Clean up & Disposal of Oil/Chemical wastes;
- Site Rehabilitation & Cost Recovery & Long term monitoring.

External Assistance

  • MOU on OPRC 90 with Australia “Strengthening. maritime relations through mutual cooperation”
  • NMSA is the Focal Point of Contact on any maritime emergencies in the country;
  • Any request for assistance from Australia AMSA) be channelled through NMSA.

Legal Framework

  • NMSA Act 2003;
  • Prevention of Pollution at Sea Act, Chapter 371;
  • Environment Act 2000; and
  • Marine Pollution Prevention Bill, (as yet to be enacted.
